MUD 49 Election Results: Thank You for Your Votes!

We are pleased to announce the results of the recent election in Harris County MUD 49. With an impressive vote of 434 in favor and 134 against, the community has spoken, and the measure has passed.

We want to extend our heartfelt thanks to everyone who took the time to cast their votes. Your participation is a crucial part of our democratic process, and your voice matters. The great turnout is a testament to the strength of our community and its commitment to shaping its future.

The election process involves the collective efforts of our residents, and we are grateful for your active involvement in making decisions that impact our district. We were pleased to get to know each of you during our public education and outreach efforts, and we have listened to your concerns about the district and its services.  Your engagement contributes to the betterment of our community, and we are proud to have such dedicated and caring neighbors.

As we move forward, we will continue to work diligently to serve the best interests of Harris County MUD 49 and its residents. We appreciate the trust and confidence you have placed in us to work on the district’s behalf, and we look forward to a bright future together.

HCMUD 49 – Open Houses Recap

The Board of Directors for Harris County Municipal Utility District No. 49 (HCMUD 49) would like to thank all the residents who came out and attended our Resident Educational Open House events on October 17 and October 24. Both nights were an excellent opportunity to get to know your neighbors, ask questions related to the District with our consultants, and understand the water, sewer, and drainage (WS&D) bond authorization proposition on the ballot. In attendance were the District engineer, operator, financial advisor, and legal counsel.

The Open House events are a means to raise community awareness and familiarity with the needs of the District and how MUDs fund projects efficiently and effectively. HCMUD 49’s Board of Directors cares about its residents and always seeks ways to engage with community members.

Thank you to everyone who joined us for National Night Out 2023!

Harris County MUD 49 would like to thank our community for coming out and braving the much-needed rain to make National Night Out 2023 a big success. A special thank you to our first responders with Harris County Sheriff’s Office and Eastex Fire Department who were connecting with residents and offering safety tips!

Three of our board members, Kermit Fisher, Andrias Lowe, and Alicia Worthy, came out to share information about our Water Smart program as well as answer any questions about the MUD and its upcoming Bond Authorization Election during the event.

Notice of Public Hearing on Tax Rate

The HARRIS COUNTY M.U.D. #49 will hold a public hearing on a proposed tax rate for the tax year 2023 on October 26, 2023, at 6:00 P.M. at 2727 Allen Parkway, Suite 1100, Houston, TX 77019 or by videoconference using Microsoft Teams: https://tinyurl.com/HC49Oct29-2023. Your individual taxes may increase at a greater or lesser rate, or even decrease, depending on the tax rate that is adopted and on the change in the taxable value of your property in relation to the change in taxable value of all other property. The change in the taxable value of your property in relation to the change in the taxable value of all other property determines the distribution of the tax burden among all property owners.

Stage 2 Drought Contingency Plan Implementation Notice

In line with the Board’s priority to continue maximal efforts in providing you with safe, clean, and adequate water delivery, MUD 49 must implement Stage 2 of our Drought Contingency Plan effective August 27, 2023. This action is required because the City of Houston has implemented its Drought Contingency Plan, and the City serves as a source of water for MUD 49.  MUD 49 is required to adopt the same or stricter stage as the City. The MUD 49 Drought Contingency Plan calls for Stage Two mandatory water conservation measures when the significant drop in annual rainfall and higher-than-normal daily temperatures lead to continued stress on the water system. The Stage 2 drought response calls for MANDATORY water conservation efforts to reduce water use.

Any person who violates this Plan may be subject to a penalty of $10,000. Each day that one or more of the provisions in this Plan is violated shall constitute a separate offense. If a person violates this Plan more than one time, the Board shall, upon due notice to the customer, be authorized to discontinue water service to the premises where such violations occur. In addition to disconnection, the Board may impose a penalty of $10,000 for each violation of the Plan.  Services discontinued under such circumstances shall be restored only upon payment of all re­connection charges and any other costs incurred by MUD 49 in discontinuing and re-connecting service. In addition, suitable assurance must be given to MUD 49 that the same action will not be repeated while the Plan is in effect. Compliance with this plan may also be sought through court action.

The MUD 49 Board will continue to provide updates as new developments occur, including the lifting of the stage 2 drought plan or the advancement to more restrictive levels. We appreciate your patience and thank you in advance for your collaboration.

MUD 49 WATER USE RESTRICTIONS

Under threat of penalty for violation, the following water use restrictions shall apply to all persons:

  1. All outdoor water usage, including, but not limited to, lawn and garden watering, car washing, and window washing shall be limited to even-numbered days for Customers with even-numbered addresses, and odd-numbered days for water Customers with odd-numbered addresses, and outdoor water use shall be prohibited between the hours of 6:00 a.m. and 10:00 a.m. and between the hours of 6:00 p.m. and 12:00 a.m. (midnight).

NON-ESSENTIAL WATER USE

The following uses of water are defined as non-essential, and MUD 49 recommends that their use be curtailed:

  1. wash down of any sidewalks, walkways, driveways, parking lots, tennis courts, or other hard-surfaced areas;
  2. use of water to wash down buildings or structures for purposes other than immediate fire protection;
  3. use of water for dust control;
  4. flushing gutters or permitting water to run or accumulate in any gutter or street;
  5. filling of swimming pools or jacuzzi-type pools; and
  6. failure to repair a controllable leak(s) within a reasonable period after having been given notice directing the repair of such leak(s).

New Trash Collection Provider

ATTENTION: The last day for Texas Pride trash collection will be Monday, November 28 and there will not be trash pickup on Thursday, December 1.

The District’s new garbage collection provider will be BEST TRASH and there will be a Wednesday and Saturday pickup schedule beginning Saturday, December 3.

Recycling will be collected on Wednesdays beginning November 30. The new Best Trash red recycling bins will be delivered on Wednesday, November 23. Please place your EMPTY Texas Pride container out for removal by 7:00 am on Wednesday, November 30.
